A plan without versions proves nothing: you must be able to say which one ruled that day.

The plan is the document holding everything else up: the hazard analysis, the critical points with their limits and the usual prerequisites, from water to training.

It is approved by versions, with its fingerprint and its signature, so that in two years you can say which plan was in force the day something happened.
